ADMINISTRATIVE MANAGEMENT OF THE ACADEMY
Organizational and financial management (administrative management) of the Academy involves the direction of its functioning as an organization with a status of a legal entity and separate property, which can independently enter into legal relationship and account for its obligations. Administrative management of the Academy involves financing of its activities, formation of staff, realization of representative functions, conclusion of commercial agreements, realization of juridical rights and obligations of the Academy towards the government, agents or any other third parties.
Administrative management of the Academy does not extend to special scientific and educational competence of the IASHE and does not affect the authorities of special bodies of the Academy, except the cases when such competence or authorities are expressed by the need to execute official acts of an administrative nature. The combination and interaction of systems of administrative and scientific-educational management of the IASHE is based on principles of legality and reasonability of certain decisions making. It is also ensured by the separation of functions of management bodies and the need to achieve consensus in making (on behalf of the Academy) of complex decisions that affect and administrative and scientific-educational activities.
The highest management body of the IASHE is the meeting of the founders of the Academy.

The standing executive body of the IASHE system of administrative management is the Board. It consists of Directors of the IASHE, responsible for separate directions of administrative activities of the Academy.
Directors responsible for fields of ensuring of scientific-educational activities of the Academy:
Management of scientific and educational activities of the IASHE is carried out by the system of collegiate and single-member bodies operating on the basis of public initiative. These are elected by the IASHE Congress members, by bodies authorized by the Congress, or by the founder.
The IASHE Congress is the highest collegiate body that governs scientific and educational activities of the IASHE. The Congress of the Academy consists of full members (academicians) of the IASHE, corresponding members of the IASHE, the IASHE founder, members of the IASHE Board (who directly supervise spheres of scientific and educational activities of the Academy), and heads of scientific and educational bodies of the IASHE.
Competence of the IASHE Congress includes the decision-making concerning matters of the Academy activities, except issues inside special competence of the Scientific Council of the Academy.
The Academy Congress considers questions and makes relevant decisions if there is 50% (of all the official Congress members) plus 1 person on the Congress meeting.
Congress meetings are held not less then twice a year (planned sessions) and every time when 1/3 of all official Congress members demand the Congress to be held (special sessions). Sessions of the Congress are called by the IASHE Senate.
The Academy Congress makes decisions concerning all the cases in point by the majority of votes.
The Speaker leads the Congress activities. The Speaker is annually elected by members of the Congress on the first session of the Congress of the calendar year.
Authorities of all other management bodies responsible for scientific and educational activities of the IASHE, except separate functions of the IASHE Scientific Council, are derived from the Academy Congress competence and have the delegate character.
The IASHE Academic Senate is the highest permanent executive body of the Academy. It includes the President, two Vice-Presidents of the IASHE, Chief Scientific Secretary, the IASHE Secretary General, Directors of the IASHE (directly supervise the spheres of scientific and educational activities of the Academy) and three full members of the Academy elected by the IASHE Congress.
The term of office of Senate members is limited to the period of their official duties or to the period of time defined by the IASHE Congress. The Senate has a right to make decisions inside the competence of the Congress and concerning matters delegated to the Senate by the decision of the Congress. It has a right to make operative decisions concerning urgent problems and situational solutions that require further approval of the Congress.
Decisions of the IASHE Senate are approved by the majority of votes of its members upon the condition of full quorum.
The IASHE President is a permanent sole director of research and educational activities of the IASHE. The President has the right to represent the IASHE in relations with third parties in the field of the Academy’s scientific and educational activities.
The President is the head of the IASHE Senate. He directs its work and certifies the decisions of the Senate. Inside his competence the President can execute the decisions of Congress and the Senate of the IASHE. He also can independently approve acts for such decisions to be executed.
The President is elected by the Congress from among the IASHE members for 3 years. It is possible to re-elect the President, if the previous President leaves the Academy or not able to cope with the assigned duties. The President reports to the IASHE Congress. At a meeting of the IASHE Senate the President has a casting vote.
Currently, the post the IASHE President is vacant.
Vice-Presidents of the IASHE are permanent deputies of the IASHE President. Their competence is derived from the authority of the President.
The IASHE President appoints his deputies from among the members of the IASHE. He defines their functions and provides them with the necessary permissions. Vice-presidents are accountable to the Congress and the IASHE President.
The term of office of Vice-Presidents is the same as the President’s one.
The Scientific Council of the Academy is the highest expert body of the Academy, which determines the general policy of the Academy in the fields of scientific research, education and certification activities. The IASHE Scientific Council prepares the relevant documents and approves all decisions of scientific and educational bodies of the Academy regarding the assignment of titles, degrees, and other regalia of the IASHE. It also approves the design and delivery of certificates and accreditation documents of the IASHE to the third parties.
The Scientific Council of the IASHE makes the decisive conclusions regarding the appropriateness and necessity of development and implementation of all projects of the Academy in the field of science and education. It also has a right to suspend the implementation of such projects and demand the Congress to terminate or adjust these projects. If such decisions are made, the IASHE Congress will have execute the conciliation — until the mutually acceptable compromise with the Scientific Council or the overcoming of the Scientific Council verdicts by a qualified majority of members (3/4 of the total) are reached.
The Scientific Council consists of 12 members. They are elected by the IASHE Congress from the list of the most reputable full members (academicians) of the Academy for 3 years. There is the possibility of early re-election of the Scientific Council members if they leave the Academy or not able to cope with the assigned duties.
In its work the Scientific Council grounds on the principles of ensuring the reaching of goals and tasks of the IASHE; promoting the global development of scientific progress; objective, comprehensive and fair expert assessment of circumstances, which characterize the objects of scientific creativity, participate or being presented in any other way in projects of the Academy and claiming to be formalized and assessed by the Academy.
Meetings of the Scientific Council are held at least 2 times a year (regular meetings), and each time – at the request of at least 1/3 of official members of the Congress (extraordinary meeting). Sessions of the Congress are called by the Chief Scientific Secretary of the IASHE.
Chief Scientific Secretary is the head of the IASHE Scientific Council. He deals with the management of its activities and has the casting vote at meetings. Chief Scientific Secretary prepares and endorses the decisions of the Scientific Council and also represents its position in relations with other scientific and educational bodies of the IASHE. Chief Scientific Secretary is appointed by the Congress from among the elected members of the Scientific Council.
At present, according to the decision of the IASHE Congress of 10.10.2011 # 70-6/15, functions of the Chief Scientific Secretary are temporarily performed by Derek Nasikvel.
Secretary General is the highest official of the Academy, which has the sole right to represent its interests in official relations with third parties not connected with the generation of any rights and obligations of the Academy (preliminary negotiations, press conferences, briefings, interviews, etc.).
Secretary General of the Academy controls the scientific-educational correspondence of the Academy with third parties. He ensures the efficient and effective flow of scientific-educational documents of the IASHE and archiving of scientific-educational information.
The Secretary General manages the secretariats and courier services, preliminary endorses all draft documents intended for approval by the Congress, the Presidium, the President or by the IASHE Scientific Council.
The Secretary General is elected by Congress from the list of members of the Academy for a period of 3 years with an option of early re-election of a person, who left the Academy or not able to cope with the assigned duties.
The Secretary-General makes decisions on the basis of the Academy regulations, the established decision-making procedure and organization of activities of management bodies and officials, taking the competence of scientific-educational bodies and officials and the distribution of duties between them into account.
At present, according to the decision of the IASHE Congress of 08.05.2021 # 113-08/21 , functions of the Secretary General are temporarily performed by Nicolas Oakmunder
