Incre is generated within the framework of the PlatoNicK project. At the initial stage of development of this virtual currency system, this monetary unit is designed to encourage the successful participants of the PlatoNicK project (winners and prize-winners of championships in scientific analytics) as a monetary reward. It is also expected to be used in commercial transactions and mutual payments within the project.
In future, if Incre becomes more popular (together with the PlatoNicK project) and accepted by the general public as a measure of value, store of value and instrument of payment, this currency may hypothetically go beyond the scope of the project. At the same time, the exchange rate of Incre, expressed in traditional currencies, is calculated on the basis of the market ratio of supply and demand.
All commercial options, services and goods within the project can be paid both using traditional currency and Incre. Project participants and other persons have the right to freely transfer Incre to each other on various legal grounds (based on transactions), exchange them for traditional currency within the project at the internal exchange rate of the project or at free market rate (outside the project).
Third parties have the right to freely purchase Incre from project participants, the Incre operating system or other legal owners on the basis of legal transactions.
Certain number of units of Incre is electronically emitted after each stage of individual championships in scientific analytics of various levels and types.
Incre is emitted for each individual winner and prize-winner of stages of championships in scientific analytics of various levels and types. Thus, the fact of international expert recognition of high quality, originality and innovativeness of peculiar scientific papers is expressed in official determination of winners and prize-winners of championships in scientific analytics, and such recognition in turn launches the emission. Therefore, only transparent, progressive and innovative intellectual (scientific) work within the framework of the PlatoNicK project can be the basis for emitting Incre. Emission of Incre is the actual process of transforming the intellectual resources (creative energy of formation of new advanced knowledge) into financial resources (economic energy).
Spontaneous and uncontrolled emission of Incre is impossible. Considering the strict rules of such emission, the dynamics of the amount of Incre in circulation can be obviously forecasted and controlled.
Emission of Incre is directly related to the facts of development of scientific innovations being predetermined by them. The guarantees of truly innovative content of scientific papers highly assessed by experts (and predetermining the winner statuses of the authors by their quality) within the framework of championships in scientific analytics of the PlatoNicK project, are the mandatory requirements to originality, innovative nature and validity of papers, wide and open publication, professional discussions and scientometric indexing of scientific papers. Each scientific paper that receives high marks in the course of the expert assessment in the PlatoNicK project inevitably and unambiguously contains the real, original contribution of its author to the development of science, collective intelligence and social progress.
Emission of Incre takes place annually and in stages: throughout each calendar year the stages of emission are synchronized with summing up competitive results of stages of championships in scientific analytics. Full implementation of the program of championships in scientific analytics assumes at least 3 stages of championships a year in each of the 12 basic branches of science. Within each basic branch of science, the winners and prize-winners of championships (1st, 2nd and 3rd places) are determined in all subject sections (7 to 12 sections within every branch). At each stage of championships, their winners are determined in separate sections (alpha-championship) and within a branch of science (absolute championship) on national, continental and the world levels. The results of championships at the interdisciplinary level (mega-championship) are not taken into account when emitting Incre. Thus, the potentially possible maximum number of winners (laureates) of championships in scientific analytics, able to contribute to the currency emission, is known in advance.
The real figures of such emission at each stage (and in total - according to the final results of the year) depend on the actual number of officially declared prize-winners (there may be less than the maximum possible number) and the quality of their scientific papers. Such quality is determined by expert reviewing, and the amount of currency to be emitted in relation to each winner depends on the marks given during such expert reviewing.
The volume of issue of Incre for each individual winner and prize-winner corresponds to the number of units by which the average mark of expert assessment of papers authored by each winner exceeds the total average mark of expert assessment of papers authored by all participants of a particular stage of a championship of the corresponding level and type. At the same time, the final number of emitted units of Incre in relation to each winner of championships is determined using two types of multiplication coefficients: 1) title (diploma): 1.2 – bronze diploma; 1.4 - silver diploma; 1.6 - golden diploma; 2) rank (level): 1.2 - national championship; 1.4 - continental championship; 1.6 - world championship. Thus, volume of issue of Incre directly depends not only on the quality (expressed in expert marks) of scientific papers by the championship winners, but also on the factor of intellectual competition, manifested in the prizes places (diplomas), taken by the championship winners.
Only whole numbers of Incre may be emitted. If necessary, the volume of issue, calculated in accordance with the established rules, is rounded up to a whole number. An excessive volume of Incre over is transferred to the Incre operating system.
The whole volume of emission in relation to each winner of a championship is transferred to such a person minus 20% of this amount, transferred to the Incre operating system.
A part of the volume of emission, transferred to the Incre operating system, is used by the operators (administrators) of the PlatoNicK project to promote the development of this project, additionally reward effective project participants, and ensure stability of the Incre circulation.
Each emitted unit of Incre has an identifier (serial number), which consists of symbols encoding the following information: the date of official electronic publication of the winner’s scientific paper; the first letters of the winner’s name and surname, as well as of every word from the winner’s paper title; the identifier of the scientific branch and section; the championship type (alpha or absolute); the place taken by the winner in the championship; the letter denoting the rank (level) of the championship; the sequential number of the Incre unit, emitted after the scientific paper of the corresponding author gets the winner status. 1 NOVA has a similar identification code indicating the fraction (001 to 100) of the concrete Incre unit this NOVA is a part of.
Incre is emitted automatically in accordance with the established rules. Emission and transactions of Incre (transfer of ownership) are registered by the Incre operating system. Incre is in fact emitted in a decentralized way. The emission depends on the active, efficient and economically reasonable actions of individuals. It is based on facts of generation of scientific innovations as the economic resource.
In order to limit the possibility of excessive growth of the circulating currency volume, to ensure stability and optimization of such circulation, and to minimize any destructive influence of speculative currency transactions on the entire system, circulation of each unit of Incre (including NOVA) is limited by 5 years from the moment of its emission. As this period ends, the corresponding unit of Incre is withdrawn from circulation and must be exchanged for the traditional currency at the current market rate within a 10-day period. Such transaction must be made within the Incre operating system. The traditional currency obtained is transferred to owner of the corresponding Incre unit.
Prevention of excessive volatility and devaluation of Incre is ensured by several factors:
1) the natural resource origin of the currency and its real economic content, which doesn’t need to be created using large-scale and aggressive advertising campaigns, rumors and speculation (there is a direct connection with an economically valuable resource - scientific innovations);
2) limited, predictable and controllable emissions;
3) significant limitation of speculative and illegal (including those assuming future illegal actions) currency transactions;
4) presence of a natural environment for active and unconditional use of Incre as a means of payment for the purchase of goods, services and other transactions within the PlatoNicK project;
5) clear and strict rules of emission and circulation;
6) guarantor (represented by administrator of the PlatoNicK project) of solvency (liquidity) of the currency (including the inevitability of its final exchange for the traditional currency), as well as the legality of circulation of Incre;
7) possibility of fair arbitration on issues of transactions with Incre;
8) significant reduction of the possibility of any external influence of a non-economic (non-objective) nature on emission, circulation and market value;
9) positive, progressive and socially beneficial essence (content) and image of Incre, which is directly related to the active scientific process and innovations development.
Social significance of the virtual currency Incre is manifested in the fact that it is a symbolic form of embodiment of the permanent and the most important social value - progressive intellectual creativity and innovations. The higher the level of originality, validity and practical applicability of scientific papers, the greater expert assessment marks their authors will get in the course of scientific and analytical championships. Accordingly, the winners and prize-winners of championships are scholars offering the most effective innovations. And Incre is issued in direct connection with these facts. So the higher the level of innovative value of every winner’s scientific paper, the higher his\her average expert assessment grade and the amount of Incre emitted by such work.
The economic validity and expediency of Incre is in the fact that innovations (symbolized by this currency) are actually the driving force, the catalyst for social progress and economic growth. Moreover, any progressive innovations have commercial potential, social necessity, economic demand, cost and potential for effective transformation, rationalization of business processes, creation of added value and jobs. Besides, the money stock of Incre is initially not an empty formality (meaningless information), because it has real economic parameters of origin and valuation: the currency characterizes the conditional cost of the cumulative intellectual and physical efforts, material expenses of scholars for development of innovations, as well as the market value of such innovations.
Functioning of Incre is objectively ensured by the inevitably high social demand for innovations and their real market value.
The general comparison of Incre with other virtual currencies (electronic money).
All today’s famous virtual currencies (including cryptocurrencies) are simply units of digital information. Basically, such information does not have a specific meaning (content, independent value) — it is only an abstract and formal entity, perceived as value only due to consent of a certain number of persons. The value of the majority of electronic money is based only on facts of limited public recognition, promotion (advertising), as well as the belief (sympathy) and consent of a certain number of persons to use such meaningless information as a means of payment (exchange equivalent of market resources). As soon as such belief and consent disappear, the value of electronic money immediately declines. Due to the fact that such currencies do not have any independent content — their own internal economic value in the form of natural origin from the depths of the collective system of creative social activity, as well as objective social demand and the ability to satisfy the economic and production needs of people.
To a large extent, electronic money is nothing, a fiction, an abstraction. In general such money can temporarily satisfy only the speculative needs of individual market players while being practically useless for the fundamental processes of the society’s economic development.
Only specific, progressive, constructive information can have an obvious economic value. Innovative, knowledge-intensive and applicable in economic activity information has the greatest economic content and social value.
This exact kind of information is embodied in a symbolic form by Incre. Essentially, innovative scientific information with progressive potential for social development and economic growth does not have any alternatives (substitutes) among other types of data.
Besides, the value and innovative content of Incre is significantly stronger than that of any meaningless or economically useless digital information cultivated on the Internet as electronic currency. Modern liberal trends and sympathetic perception of various forms of abstract (irrational) reflections by the “introspecting” collective consciousness lead to the situation, when many ideologists, functionaries or manipulators are trying to promote empty sets of digital codes, some posts, likes, everyday messages, comments, primitive photos, clicks or any other insignificant actions in virtual reality* as a “perfect currency” for the society.
* — It is worth remembering that although the traditional fiat money are now massively criticized to be insufficiently effective as universal economic resources due to the mistakes made by the national governments, the true value of fiat money is manifested, first of all, in the historically formed evolutionary social consent, political organization of the society, and state-backed monetary systems (state debt obligations). This entire system of political and economic social contract is a guarantee of survival and development of the society, as well as effective counteraction to destructive chaos. And it has no alternatives. Electronic money, launched by corporations and individuals, does not have all of these underlying signs of value, social necessity and large-scale collective integration of people and economic processes. Even the most efficient and highly organized virtual currencies launched by non-state entities cannot be substitutes for official state currencies (fiat and electronic). In the best case scenario, they can supplement them as an alternative financial instrument.
